Today:

- Sen. Rodney Tom discussed a bill to merge state Parks and the Department of Fish and Wildlife with the Department of Natural Resources to save about $10 million a year.

- Sen. Joe Zarelli introduced a bill to reform the way education is funded. The bill would cut levy authority by 12 percentage points — to 12 percent, in most cases — and increase the property tax.

- Sen. Jim Kastama said his bill to dedicate lottery funds to higher education has support from House leadership but is going to be an uphill battle. That has a hearing tomorrow.

- The Senate debated a bill to provide public funding for Supreme Court races, then dropped the debate once it was ruled a tax increase under Initiative 960.

- The Senate passed the 520 replacement bill, over Sen. Ed Murray’s protests.

- The U.S. Supreme Court said they’ll hear Washington’s R71 case over public records on April 28.
